Legislation.

A topic that comes to mind when reading Austin is government. The government creates laws that we are supposed to follow. But are these laws merely "utterances." What drives us to follow them? Of course it would be the implementation of consequences to those who chose not to follow these laws. But without these consequences, who knows what sort of havoc would ensue! Take, for example, civil rights. Desegregation was introduced as law in the late 1950's. But there was no one to enforce these laws, so nothing changed. Finally, the government had to step in and forcibly make people accept these laws. We would be in a very different place if this utterance did not have a forced hand behind it. Perhaps this forced hand is what is referred to as the intention.
